As known, the public financial management and control approach, which has been implemented in our country with the Law No. 5018, is based on the effective economic and efficient implementation of the activities through the achievement of the objectives of the administration and ensuring transparency and accountability in this process.

In this context, targets are determined in administrative management, and resource planning is carried out in order to achieve the aforementioned aims, and mechanisms are established and strengthened to ensure that the administration continues its activities in accordance with these plans within the framework of the internal control system.
